Mickey's not so scary Halloween party tickets

Do we need a park ticket in addition to the party ticket? Do I understand correctly that we can get in at 4 pm and be able to ride rides, or must we wait till 7 pm when the party starts to ride rides? Any info appreciated - thank you!
Oh, and last question - do they ever sell out or do you think we can just wait till the day of to buy tickets? Thanks in advance

You can enter MK at 4 with just the party ticket and you have full access to the park at that time.

Certain days do sell out.

If you only want to visit MK on the party day, you can get into the park at 4p with only the party ticket. Everything offered in the park is available to you. You can even get FP's for the hours from 4p-7p. The "party" actually begins at 7p. (candy trails, shows, party characters, etc) FP's are not available after 7p.
Yes! Some party dates will sell out (some are already sold out.) If your heart is set on a particular party date, I suggest getting your ticket in advance for sure. If you're indifferent about the party, you can wait and see how you feel, or weather, etc.
