Mickey Monitor - Seasonal Block-Out Dates

On the last page of the latest Mickey Monitor, titled Passholder Calendar, is a section that lists "Seasonal Block-Out Dates" (June 11 - Aug. 18, 2005; Dec. 22, 2005 - Jan. 5, 2006; Apr. 8 - 21, 2006). What are these dates refering to? What is blocked out? Can anyone help?
 
A seasonal pass is a less expensive version of a Annual Pass. There are specified dates during the year when it cannot be used, typicaly the high attendance periods. The dates showing are summer, Christmas vacation, and spring break.

P.S. That should be black out dates not block out dates.
 
The seasonal pass may only be purchased by Florida Residents.

For some reason, Disney calls them "block" out dates. Must think it sounds better or something.
