At first mine had neither Y or ND in Apple Pay. I kept trying to delete and update... made no difference.
Then I followed someone's suggestion and deleted my phone number from MDE before adding it back... updated and it finally flipped to Y which is correct. Don't know whether that did it or not, really. At this point all my points are direct, if that makes a difference to you.

Mine did, until I called member services for another reason. After they accessed my profile, it's now showing the "ND". I have a grandfathered resale contract, so this is not an improvement. But it "fits" with other reports of people modifying their profile (ie. deleting the phone number) and then seeing the "Y/ND" designation.
This was my exact experience as well.
I just tried this and left my phone number blank and still have ND from my purchase in 2009.
