I don't know but in 2009, when I was trying to change my reservation and couldn't wait list all my options, I called daily to see if something opened up.
Never once did a CM say anything about the fact that I had already called.
I use to call all the time when I was on the waiting list, sometimes 2x a day, I never had anyone say anything. I feel much better calling then sitting around wondering.
Last summer we put together a last minute trip and had to piece together availability. We had great success managing to get 3 nights at a BCV studio. I called at least once a day for the two weeks leading up to our trip. The cast members never mentioned anything about my calling volume.
I remember a few years ago we were trying to plan a last minute trip to WDW. I called at closing one afternoon (nothing was available). I called at opening the next morning and got the same CM. We both laughed about it and she said to keep trying because you never know what might open up. I was a little embarrased, but we both laughed about it.
i was calling everyday for our last trip for 4 days straight and on the 3rd or 4th day i asked if they tracked calls or noted your membership everytime you called...they told me they didn't..i told them that was good because i didnt want to get blackballed for calling too many times.....
