Meet Villians in daytime??

I know the villians are out at the halloween party at nighttime, but I'm confused if they meet out during the day. If they are out during the day, is there a strategy to meet them all?

Also, I've heard you can ask CMs for a character meeting schedule. True? Thanks!!

We saw Cruella de Vil and the Queen of Hearts out in the daytime in Main Street. There's a 'Conjure a Villain' in the Big Thunder Jamboree - the queue was huge for it, so we didn't wait - I believe it is pot luck who you get to meet there.

You get a schedule on your way in which gives some basic info on which characters are aroung, but it's not very detailed, for example it just says 'princesses' not who there is. We asked in City Hall when and where we could meet Aladdin and were given good, specific information...they are really helpful in the Guest Services at City Hall.
