The cheapest resorts are the Value Resorts: All Star Sports. All Star Music, All Star Movies, and Pop Century.
The rates vary as to time of year...you can book a package with tickets, hotel, and add on the Dining Plan if you wish. Or a Magic Your Way package with tickets and hotel and pay out of pocket for meals.
Or you can get tickets separately and book room only. If you book room only, you can't get the dining plan (about $40 per person per day, you get one snack, one counter service meal, and one table service meal). The Food and Wine Festival is going on at that time too and it is FUN! Lots of extra food booths from other countries so we elected to book room only (I am an AP holder anyway so I have my ticket, and we will have to buy another one for my DS who is going with me. Dragging hubby in September and November, and he didn't want to go in October too, if you can imagine that!)
When you book room only you pay one nights lodging charge and the rest on check in. If you book a package you pay $200 down and the balance must be paid by 45 days before your departure.
You can use Magical Express transportation to and from the airport whether you book package or room only, as it is for anyone staying at a Disney Resort, but if you are taking a bike I am guessing you will be driving anyway!
Discount tickets can be gotten from Maple Leaf tickets or Ticket Mania if you book room only. You might want to do some research before you decide...check the prices of tickets there and go to Disney World's site and just play with the booking page to price out various packages.
You may also decide to stay offsite. There are lots of inexpensive hotels close, but you would probably need a car to get to the parks...many have reported the shuttle service from area hotels off-property are sketchy and sometimes charge, and you don't get a choice of when you do.

The package you posted looks pretty good, and if I were you I would compare it to other options but it does include event fee? So maybe that's the package for you
