Yes, although they aren't advertised as such, it's just that clothing seems to be more of an option rather than a requirement. However, nudist beaches in Europe are usually sign-posted so that the more modest sun-seekers (like myself) can avoid them!
Although we have miles of gorgeous golden sand where I live, we have less than perfect weather. It's not often warm enough for us to wear shorts and a t-shirt to the beach never mind wearing a string bikini or less!
I went to Rome one October. I was wearing a sweatshirt walking along the beach and there was indeed a woman in just a bikini bottom! Maybe just an exhibitionist! Nobody else in sight!
Well, if they ever did do that on CC it would have to be an adults only beach. I can see it now, some little kid pointing and saying "Hey mom, look dumbo!" . No honey, that's just the man from cabin 7025.
I have read several times that Europeans-especially young women-are less and less wanting to go topless or nude at beaches. It is a backlash against the ideal of the "perfect" female body.
