Going for 2 days in September.

IOA/US on day 1 and IOA/US/HHN on day 2.

We will have express pass on day 2 for HHN.

September 24-25th are the dates.

We're trying to keep this on a lower budget. We're low maintenance in terms of food.. 2 adults.

We'll want our butter beers etc. But, we're good with counter service for most meals. Are any of the meal passes worth it?

We don't need to do any of the more expensive sit down restaurants, but we might want to budget in for at least one.

What should we be budgeting per day for food, not counting the random butter beer/snacks we will probably get on a whim.

I think I had like 9 cups of butter beer last time we were there throughout the 3 days we were there last time.

Any new, must eat menu items? Anything specific for HHN? I'm a cheese fry fanatic, so anything like that would be welcome.
 
Depending on how you eat, whether you eat a lot, or a little, I personally always suggest sharing just a meal which might help even more with budgeting. Considering you're moving around and riding everything. I suggest it since I personally do not have a meal to myself until at the end of the day before I leave, anything prior to that is a snack, or sharing a meal someone. It helps when you're saving, then treating yourself when the time is right.

Something hardy I'd say Thunder Falls Terrance, has a chicken and ribs meal that you can easily share. A burger and fries at any place can be something more simple to share, or of course anything in terms of a sandwich and a side. Also, if you want something a little extra with your normal meal, you can have a combo. At Mel's Diner their meals come with a shake automatically with the price and at Louie's their meals come with also a side Caesar salad for example.
 
There are many CS options that can easily be split between two adults. And I don’t like eating heavy during the heat of the day either
 
Given your description of your habits - I would say the meal passes are NOT worth it for you. On our last trip - we did breakfast in the room with stuff we brought from home (and our room had a mini-frig - so we picked up a couple items like milk in the food court of the hotel). We ate lunch at Three Broomsticks on one day and at Leaky Cauldron the other day. These were BIG counter service meals. Had a couple butterbeers and got ice cream one day in WWOHP. It's the hydration - water! - that seemed to cost us more than we liked and added to the cost of food/snacks/meals/drinks for the day. Without breakfast expenses - $60 per day per person is good in terms of a budget that is not going to be high-end but feel okay. Now - add in fancy coffee drinks, alcohol, more snacks - that could go up. You would not starve at about $40 per day - but now you are budgeting and would have to restrict your butterbeer/hydration to a refillable water bottle...... You could eat really well for $100 per day per person. If you are soda drinkers - the refillable cups might be worth it for you. You can refill the butter beer souvenir cup for less, too - but I don't remember how much that was.
 

I actually think the in-park meal deal is a good value, if you are eating CS in the parks. We get it at breakfast, usually at the Leaky Cauldron, and it pays for breakfast and a Butterbeer or a Butterbeer Ice Cream and something to drink later in the day. The meal deal is only a few more dollars than the breakfast, so for us the math works.
