Meal vouchers?

So what's the deal with the meal vouchers at 3 Broomsticks and the Leaky Cauldron these days? Are they in use? Do you have to have one for each member of your party (we share stuff sometimes)? We have 1 full day and 2 half days at USO and wanted to eat mostly at these locations, but not if it's going to be a big hassle or require me to spend more than I need to.

We got turned away at breakfast this summer when we were there.

They only use the vouchers specifically at the Potter restuarants and only for breakfast. Much of the time those breakfast vouchers you get with a specific Potter vacation package.

For lunch and dinner at the Potter restaurants it's just normal like every other quick-service restaurant at the park.
 
Before, you could buy a dining plan for each day that covered so many meals/snacks, etc.
That stopped a few months ago...

We don't have any sort of a package. I'm really just wanting to know if buying them is the only way to get in at breakfast time.

Anybody know if there's any way to know if we need to buy them on 1/7 or 1/8? I want maximum flexibility in our day so don't want to prepurchase if I don't need to.

Which is fine. I really don't want a meal plan. I want to leave the overplanning part of our trip to Disney. ;)
