meal and movie pass for kids?

Does anyone know if the kids(age 2&4) have to pay $19.95 for the Movie and meal deal at Citywalk? How does it work?

Hi. I just noticed that!!! Too funny.. I am guessing we could always buy a kids meal at the restaurants and just buy movie tickets separately. We just have never done it so I didn't know what to do.
