In my MDE account, I have 14 bands and and number of tickets listed. Is there any downside to deactivated a bunch of these? I don't even remember what these tickets are for. I'll match the band numbers up with the ones we still have, but can 1 delete the rest?

Don't worry about any tickets that you know are no longer valid.
"Ghost tickets" will tend to disappear after awhile.

As for MagicBands, if you WANT to deactivate some that you don't want to use, go ahead.
But, even in this case, it is technically unnecessary.
(Some have reported that they might have experienced fewer problems with fewer active MBs, but many other guests have experienced no negative issues even with more active MBs than you have in your MDX.)

I'm at 27 bands and cards. Because I have had issues sometimes with a band not reading at park entry or when trying to enter a hotel, I have started deactivating all but the bands we have with us for that trip.

You can take deactivated bands to your hotel, and they will recycle them.
