Does Budget allow you to go straight to the aisles to pick your car similar to Alamo?

No. If you have Fastbreak, you can go to the counter in the garage. They will let you pick your car but my experience has been that you still have to see a person first. But I haven't rented from them (for exactly this reason) in probably 2 years.
