For each piece of legislation that affected troops, veterans or military families, IAVA Action Fund took a position either in support of, or in opposition to its passage. The letter grades were derived, using the scales below, from the percentage of times that each legislator's vote matched the official IAVA Action Fund stance.
Look at their list of supported Congressional votes used to compile the grades and they were against pretty much every GOP offered defense authorization bill and for most Democratic offered bills. So it's hardly shocking that the Democrats come out on top with their grades. They also seem to be a "get out of Iraq now" and "our military is broken" group. I'm not saying they are political operatives, but appear to occupy a niche within military opinion.I don't know, it's not obvious from their website if they have any political leanings. If they did I would dismiss the rankings outright.

The founder campaigned for Kerry in 2004. And gave the Democrats weekly radio address at least once.

Let's face it, the GOP isn't famous for taking care of Veterans after they've completed their service. And we all remember this famous reply to a soldier wondering why he has to go into combat without the proper equipment:
