No, because McVeigh was a politically-motivated domestic terrorist, not a religious terrorist. He was a right-wing, survivalist, white supremacist -- not a religious zealot. He bombed the federal building in Oklahoma City on the second anniversary of the Waco Branch Davidian siege because of his hatred of the US government, not any religious philosophy however twisted. No, because those religiously-motivated terrorist murders WERE publically condemned by hundreds, probably thousands, of clergy of many faiths. Even ministers who strongly disagree with abortion condemned those murders. There was no need to demand anything from responsible religious leaders of any faith.

Muslim community and religious leaders have been condemning and disavowing terrorist acts since, at the very least 9-11. The problem is no one is listening. Imams and community leaders have repeatedly attempted to reach out and to educate the community, especially, post 9-11 about Islam. Again, no one is listening. People want to blame Islam.
The difference is that when the Westboro nutters pull their insanity no one expects the Baptist church, in general, to apologize for them. Same with people who blow up abortion clinics. Or the Klan who claim to be Christians. Everyone understands that these are extremists, and they don't hold the religion, as a whole, responsible.
There is racism and xenophobia involved in this. The issue is that a good majority of Muslims are brown and black people who have emigrated if not in the immediate, but in the past one or 2 generations to this country. Christians of all sects, and Jews are considered "American" because the majority of them are white and appear typically "American."
ISIL is much like any other hate group. They reach out to misfits. Those who feel disenfranchised. They look for people who feel ostracized from their community and offer them a place to "belong." A place where they fit in.

The problem with the present anti Muslim or suspicion of all Muslims attitude is that is pushes young, disenfranchised, troubled, conflicted young men into the arms of these radical groups. Think to how hate groups were formed. The Klan, the Nazis, the Taliban. people were made to feel like they were hated by a certain group, that a certain group wanted to ruin their culture, their way of life. This is what ISIL does. They preach to these young Muslim men that America hates them. They they want to take away their religion and their customs. They want to make it so they can't get jobs or an education.
Islam is a religion of peace. Terrorist acts are not mainstream Muslim teaching, especially during Ramadan, which is supposed to be a period of kindness, introspection, and charity.
