There is ABSOLUTELY a mask exception for disabled individuals.For an international flight arriving INTO the US, my understanding is that masks are supposed to be enforced at the point of boarding. So he presumably would not be allowed onto the plane in the U.K. if he refuses to wear a mask.

International flights are dictated by whichever country has the stricter rules.There are no mask mandates and or any covid rules left in the UK if the plane is in the uk i dont see how that would apply.
