Mary Poppins parasol?

DD wants a MP costume, so I'm trying to make a parasol. I've got a cheap clear plastic umbrella and I'm trying to figure out the best way to do this. I thought of painting the panels, but it would still be a plastic umbrella. My sister tried putting a new cover on an umbrella and she advised me me that it was really difficult. Has anyone ever tried to so something like this? Any suggestions?
