Sure is!! You can get them at two different places - Tamu Tamu at Animal Kingdom definitely has them (and you can pick between light or dark rum), and I've seen Refreshment Port at Epcot have them - though they tend to be more seasonal there.

Also - the outside bar of Trader Sam's has been able to do them, since they are right next to Pineapple Lanai (that serves Dole Whips all the time) and they offer a full bar. It just takes a little bit longer and you might have to wait for a CM to be free to cross over to get the Dole Whip.
