tell that to the dozens of manatee charter operators in the Crystal River area alone. you can enter the water with a manatee at anytime as long as it's not in a marked protection zone.

"It is unlawful for any person, at any time, intentionally or negligently, to annoy, molest, harass or disturb any manatee" is how the statute is worded.

if they approach and interact with you (which they love to do) you're not breaking the law. I know people who have dived with them and used lettuce to get their attention... that is illegal.
