I have made a couple of paper bag albums and always left the bottom flap as is and used it for additional journaling under. I have been looking at others on websites and it seems that all the pages are flat. So are the bottom flaps of the bag glued down? (no flap) or on some directions it says you can open the bag and cut the flap for a narrow tag. What part of the bag do you cut? There are no pictures to show me and I'm a visual learner!
