Making dining reservations under the "new" system? Please clarify!

Hoping someone can clarify this for me once and for all.

Staying at a WDW hotel, how far in advance can I make online dining reservations? Does being an annual pass holder make any difference?

How far in advance can one make an online dining reservation if one is not staying onsite at a WDW resort?

Is there somewhere on the actual WDW web-site that clarifies making dining reservations and how far out they can be made?

Appreciate it if someone can clarify this as I seem to be getting conflicting info since the new magic bands came out...but have dining reservations and how far out they can be made changed?
 
You can make your dining reservations 180 days in advance. Because you are staying at a Disney owned resort you will be able to take advantage of the +10 meaning that 180 days before your arrival date you'll be able to make reservations for your arrival date and the next 10 days of your vacation.

An AP makes no difference when making dining reservations.

Anyone - off site guests, local residents, those staying onsite but not a Disney owned resort can make reservations 180 days before the day they want to dine. They cannot do the +10 days.

There hasn't been a change in the 180 day timeline because of MBs.
