I know this switches over from 90 to 180 at the end of the month, but if I am staying offsite in feb/mar (gasp, yes offsite!), does the 180 still apply to me? Just confused by it...

Yes...you will be able to make your reservations on Oct. 27 just like a million other people. Starting Oct. 27, all reservations 180 days or less from Oct. 27 can be made.
