Make ADR at midnight or 7am?

My SIL's travel agent told her she will make their reservations at 7 am at 180 days. I booked mine for my last trip at midnight online. She wants some hard to get ADRs like BOG, CRT, and Chef Mickeys. Should she make them herself at midnight or will the TA be able to get them at 7 am? TIA

Edit... absolutely right 6am - blame it on a couple very full days. #overtired

6am Eastern time online.
7am eastern by phone.

I start refreshing the dining page that is my priority (ie; Be Our Guest) at about 5:55 am and start inputting times & dates -- if I am not successful by 6:55 am - I start dialing.... it has always worked out for me using this strategy
