I'm pretty sure that the 'something else to it' is the law. Back in the day, sweepstakes were loosely regulated, and rife with fraud. So the USA has some very strict laws regarding sweepstakes and such. If you take a look at most, if not all, entry sweepstakes, you'll see similar wording, about who may or may not enter, and usually, legal resident of the USA is one of the stipulations. It's not Disney's call.
We are the world, indeed - except when it comes to the law of the land. And although they are worldwide, Disney is an American company. And that's OK with me, and if you think about it, with you too - everyone, no matter where they live, loves their country best, whether it's the USA, Canada, the UK, or any other - and as we do not expect to be governed by the laws of another country, so too should other countries not expect or want to be governed (or in this case, shielded) by the laws of our country.
