If I borrow all points from Feb 2021 in Feb 2020 do I pay double maintenance fees in 2020?

No.

Annual dues are for a calendar year and your share is determined by number of points you own, not how you use them, e.g., you don't pay double during a year if you borrow all the next year's points to make reservations and you don't escape paying dues if you make no reservations at all.
