Magical Extras Vouchers Question

We've always purchased a package, so we've always received it --- 4 vouchers, even though there's only 3 of us. Does that mean we can use the 1 extra voucher?

Yes. The packages always come with 4, regardless of the number of people on the package. All may be used.
