Anyone booked into a WDW owned resort is able to use DME. It doesn't matter if you have booked a complete package or if you have a room only reservation. Just call and have DME added to your reservation. Remember that only those listed on the resort reserervation are allowed on the bus.
We aren't flying in, going to Dis, and flying out again. We're spending a week in Orlando either before or after our week at Dis. Could we just use it to either arrive or leave disney?

Anyone staying at a disney resort is allowed one arrival trip and one departure trip. You must go to the ME area at MCO.
You would have to choose a flight with an arrival consistent with the time you are arriving at MCO.
You must take your bags to the bus and the bus driver will place it under the bus for you; and then offload them at the resort. You should tip about a dollar per bag.
In reverse, you would go back to the airport and you would have to take your bags if you are NOT flying out that day. You would again pick a flight with a departure time around three hours before you wish to depart the resort (this is the standard pick-up time for ME). If you are flying out that day, you can use the RAC desk, if your airline is a participating airline.

Just to emphasize this point from gooft4tink -- anyone booked at a WDW owned resort. For example, Swan and Dolphin are on property but not run by Disney, so you cannot use DME when staying there. Same with hotels on property near Downtown Disney.
