Magical Express Luggage time frame

You open the door with magic band.

They won't bring bags to a room until you have been to the room, generally and broadly speaking.

You don't have to go to your room before you go to the park, so I don't think this is accurate. It's easy for someone to arrive at 9am on ME, get on the bus to the park without going to their room, and potentially never go to their room until midnight or later...I can't imagine bell services holding the bags because I didn't physically enter my room, what would be the point of that? I told them what time I would be arriving, so they know.

Well, at that point, they know you're On Property, which is the bulk of it.

Right. The point is, check in is no longer something that is done, very often. Not in the true sense of the word. It is entirely possible for someone to go for an entire trip and never encounter a front desk CM, if they so chose to.
You can go straight to your room from ME, or your car, and straight back to ME or your car, at the end of your trip.
Something else has to trigger the 3 hour clock for ME bags.
Arrival at the Resort could well do it, since as you say, they know where you are and they know when you arrive on ME
 
But how do they determine "check in" now that you get straight to your room notices, sometimes even before you leave for the airport?

They know your approximate arrival time as you have to give that to them ahead of time. The Magical Express bus will only take you to your resort, so I would figure on getting luggage 3-4 hours of when you arrive at the resort.

I think once there's a recognition on the band at some point, it may trigger. I think they'd want to avoid having the luggage there, and then people coming to the desk to pitch a fit about their view or etc. There's a certain delay point that I would suspect constitutes "acceptance" of the room assignment.

If you arrive at 11, go straight to MK and scan in there, and don't come back to the resort by 9, I suspect they feel you've accepted the room assignment, and even if you want to pitch a fit at many seasons there may not be much they can do about it by that point anyway.
 
Just to chuck in another experience with ME: I'm a worrier by nature when it comes to traveling because I'm a walking Murphy's Law. Needless to say, such was the case in the last trip. When we finally made it to WL with our carry-on's (I always pack an extra change of clothes and snacks), I was profoundly grateful at my need to overthink. Our bags made it to our room in various stages: mine was already there, both girls 4-5 hours later and the DH was the lucky recipient of his luggage a day later. ME was wonderful! They were dealing with airplane/weather fiascos the best they could. I say better safe than sorry...I'll always make room for a change of clothes!
 
Our plane lands at 3:30. Dd's bedtime is 8ish. Should we pick up the luggage from the Carousel ourselves instead of dealing with ME? Also, how often do the busses run to resorts? We are at BCV.

ME is a continual system. They allocate buses based on groups of resorts. Their goal is to not have your wait on a bus more than 30 min

Odds are very good you will have luggage by 8:00. But the only way to be certain is get your bags yourself

Always always pack for the first 24 hours in your carry-on bag. Just in case the airlines misdirect your luggage. If you do that there is no need to stop and pick up your checked bags at the airport.
