Our DD will be 2 on our trip, so she has no ticket. Her name is listed on the reservation. Will our ME package include luggage tags for her, or do I need to call and request they be included?

As long as she is listed on the reservation she should get a tag.

Yes, third time for my 2 yo - she always gets an ME 'ticket' and tag.

Took ME in May with my 3mo DD. She was a lap baby and she got a tag.

Theme park tickets have nothing to do with being on the reservation. You can get a KTTW without a park ticket on it, if you are on the reservation (of course you can't get into a park without a ticket, which can be separate, charged and added to the KTTW @ Guest Services or the resort front desk, or transferred from a separate physical ticket onto a KTTW (assuming that it is either an unused ticket or is in the name of the person with the KTTW).
