All DVC reservations are eligible for MB, if the trip is in 2021, they will no longer giving anyone free ones, How that will work has not yet come out,
But, the process is the same for both renters and owners regarding magic bands.
It's for all reservations, cash included. Disney is moving towards using Phone App for most of the MB functionality, according to the press release on it.Is that DVC only? Do cash reservations still get complementary MBs? If that is the case, it's another devaluation of DVC.

If it works I'm all for it but what if Verizon goes down? That's another nifty PR spin on cost-cutting!

Yes, at least until the battery inside wears out. Will our old bands still work?
Yes, at least until the battery inside wears out.
Old MBs will work virtually forever, provided they aren't damaged or Disney changes the underlying technology. While there is a battery in the Bands that will die in roughly 3 years, it is not needed for anything where you touch the band to a Mickey head (tickets, resort room door, FP, charging, etc.)

There are two types of RFID chips in a Magic Band. One needs a battery, the other does not. The battery powered chip is used for things like setting your name on the farewell signs in IASW. Anything where you tap the band to a Mickey Head, it's the other chip.

Kinda like the ones in credit cards?
