I have read threads and I am still a bit confused.

1) if you have a magic bands, it gives you the FP+. BUT do you still get to use regular FP
2) I also read that if you have a magic band you cannot park hop. That you would also need an extra ticket that is park hop.

First of all, Magic Bands are just being tested right now. I don't know where you're reading that you wouldn't be able to park hop though. Magic Bands will have your park tickets loaded on them just like the KTTW cards do now, and as long as you have the park hopper option on your tickets, you'll be able to park hop with the Magic Bands.

I know they are being tested right now, and I know now if you buy the park hop you can use it still

From what I've read, once FP+ is fully implemented, you will not be able to use regular FP's.

You can park hop but won't be able to reserve FP+ options for more than one park a day. Does that make sense?

You won't be able to use the regular fp, you won't have a card to get them. Also you can park hop (should you buy the ticket option) however you cannot hold fastpasses in more than one park (if you get a fp at Magic Kingdom all the days fastpasses must be in the same park, enemy if you hop to Epcot for lunch).

Yesterday I messaged a person who was at the park recently who had them and they told me they got a magnetic swipe card also and that they could use it but instead they just didn't.

Yesterday I messaged a person who was at the park recently who had them and they told me they got a magnetic slide card also and that they could use it but instead they just didn't. The magnetic swipe card gave them the opportunity to get normal FP too

We tested it in June. They gave us cards as well to use as back up in case the bands did not work right. When you picked your FastPass + reservations, you had to pick 3 in the same park for each day. We were told that we could not use the regular fast passes so we never tried to. Others since have said that they did use the regular fast pass as well.
