Magic Bands and fast passes swap

This year we will be traveling with my father in law and he isn't much into the thrill rides. I am wondering if someone else can use his fast passes attached to his magic band. Example: He won't ride Space MTN. and if I don't go on, can daughter use his extra fast pass to meet Anna & Elsa with me? I hope that this makes sense. I hate to see fast passes go to waste. TIA

Last year my younger daughter got sick our last day at the parks so my hubby had to stay in the room with her. My oldest & I each wore our magic bands as well as theirs so we could double up on the fastpasses all four of us had gotten. No problems
