We were just there last week. We did a very last minute trip (booked about a week before we went) using a military discount for the room. Since it was such short notice we did not get to order MBs, we just got gray ones when we checked in, no problem. We did not buy our military discount park tickets until we got to AK last Tuesday morning. You can buy the tickets on property at any park gate or at Shades of Green. Anyway, after we had the tickets in our hands (they are the hard plastic kind) we were able to take pictures of the QR codes and link them to our
MDE accounts with my daughter's phone. It worked like a charm. Then we walked to the safari ride and made all of our FP+ selections for the week when we were waiting to get on the ride. We had good luck getting FP+s for later in the day each day, which worked for us since we sleep in every day. We even got TSMM for that same night.
You can create a MDE account for each of the people in your travel party and put in their reservation numbers for their resorts (assuming they are staying on property) and you can ask them all to be in your "friend group" so you can all see the plans you have made. BUT you will not be able to book FP+ yet for anyone who does not have a ticket yet. I know they can go to their base and buy the military tickets at any time, but I am not sure if you can use them for FP+ until they are activated? This is the main question I personally still have regarding the military tickets which are a great deal and save tons of money so I know we will use them again.
You do have a problem, though, if people don't want to be bothered and don't understand the need to get all of this done ASAP. Yes, they will still be able to get their 3 FP+ selections once they get on property. We got some pretty good ones last minute and we were happy, BUT if you go ahead and make your selections now, for the people who have tickets now, the people who get tickets later will most likely not be able to get the same rides at the same times. The only thing I can tell you about that is try to explain to them that they either need to get their tickets as soon as they can so you can try to get FP+s for them OR you are just going to all have to split up and meet back together for meals, non-FP rides, etc.
Sorry I can't think of any other way to help you. Planning for a big groups is always hard, especially when the other people don't understand the need for planning. If you all really want to stay together you really should wait and do FP+ selections once you all get there, or at least all get tickets. Otherwise I don't know what to say
