Mad Hatter Costume Help

We are to MMNSHP on Sept 16, My two DD are going as Alice and Queen of Heart which I was able to find in short dresses. If it is really hot that night they will be fine. but my problem is finding something for my DS 33mths to wear I would like him to be the Mad Hatter but I am worried about the heat?

Does anyone have any ideas for a Mad Hatter Costume that is without all of those layers ?
