if we take advantage of the luggage service through DME , do they put your bags inside of your room if you are not there when they come to deliver the bags.

Yes....our were just inside the door when we got back from having lunch so yes they will leave them in your room if you are not there.

Through ME, tipping is already taken care of through them, so the bags can be delivered directly to your room without you being present.

Only if you opted to bring your baggage on the bus and then had to store it at guest services until your room was available, would be have to be in the room and tipping would be expected.
