If we buy clothing in the parks or World of Disney and find they don't fit when we get back to our resort can they be returned at the
resort gift shop.

Generally yes but there are some exceptions, like some Epcot pavilions that are not run by Disney and there’s a few situations like that at AK, etc.

In the case of World of Disney, if you bought a shirt there it could be returned at your resort store. The same goes for the majority of merch in the parks. If in doubt, ask at that location before purchasing.

You can, you will need to have the tags still attached and the receipts for every item. As long as you adhere to what @Genie+ mentions above, you should be good.

Just in case you use your MB+ and lose your receipt...there is a way a CM can look up your purchase via MDE. I bought a Nike hat and the CM forgot to remove the security tag. Went to put it on the next morning and noted the tag. Went back to the shop where it was purchased and CM able to verify I did purchase it and removed tag for me.
