I think there is some confusion here between luggage tags and the DME tags that you use to mark your resort for the DME people. Luggage tags are something that is more permanent that you write your home address on and attach to your luggage on a more permanent basis. The DME tags are the yellow strips that you receive just before your trip to put onto your luggage with your name & resort marked on them. They resemble the white tags that airlines use. There's a barcode & it directs the DME people so they know A) to retrieve the bag and B) which resort to send it to and C) Know who gets it.
I don't think that Disney has sent out "real" luggage tags for many, many years. We have some old ones from YEARS ago when they used to use the Mears Shuttle & charge for the service. But I think they stopped sending those out when they started the DME program. They USED TO send 2 of the yellow DME tags per person but cut back to sending only 1 pp last year after all of the airlines started charging for bags. They send the DME tags out about 3-4 weeks before your trip.
