I am flying US Airways and using Magical Express. I know that my luggage will get from MCO to my Disney hotel by putting the ME tags on my bags. What is confusing me is that I have heard that for your return trip, when flying certain airlines (US Airways isn't one of them), you just hand your luggage over to the hotel staff when checking out of the hotel before your flight and you don't deal with your luggage at MCO. Does this mean that I will take my bags onto the ME bus, then take them to check in at MCO, while those flying with "participating" airlines just leave their luggage at the hotel for the ME people to load and get onto the plane?

Well, Guests leaving on participating airlines don't exactly just hand over their luggage to the hotel staff. There's a Remote Airline Checkin counter at each resort, and it's just like checking in at the airport. You'd need to transport (either yourself or via Bell Services or Luggage Assistance) all your luggage and all the people in your party to that counter and check in, just like at the airport. Then, yes, no need to be concerned about any checked luggage until you get to your destination.

Think of Remote Airline Check-in (RAC) as remote skycaps who can issue boarding passes and who can accept your checked luggage right in your WDW resort lobby — but only for RAC-participating airlines.

US Airways is not yet a RAC-participating airlines, but is expected to be one in the near future. Remote Airline Check-in is provided by a company called Baggage Airline Guest Services (BAGS Inc.), and US Airways already shows up as participating airline on BAGS' website.

Yes, you will have to use Bell Services (at your expense) to take your luggage from your room to the ME bus. The bus driver will load your luggage onto the bus. Once at MCO, the bus driver will unload your luggage and you will be responsible for taking your luggage to the check-in counter for your airline (you can also use sky cap service at your expense, to help you at MCO - they are usually waiting by the buses)
