I can answer the question you asked Prymsu because we were in a similar situation -
Last summer, DCL lowered prices on some cruises because of several unusual circumstances that happened at nearly the same time.
First, travel was slow because the stock market and economy were in slumps, with a lot of layoffs and cutbacks.
Second, the economy got worse by mid summer, travel was even slower. This spurred the discounts for the Fall. DCL had a Fall Fantasy and then had to follow with a Fall Fantasy Plus offer with additional discounts.
Third, the terrorist attacks came in September and travel slowed to almost zero. This made DCL have to announce the Sunshine Sailaway offer starting in early January, and because of the cancellations, they offered the $99 Fall bonus for 4 and 7 day cruises that started in January of 2002 as a further incentive.
Even after that, they had a price promotion that did not have a name. It just showed up when we checked the prices of cruises on the DCL Quote system and were very unusual. If you checked a 7 day cruise for January and entered the promo code for the Sunshine Sailaway offer, it would show $2700 for a cruise. If you did not enter a promo code at all, it would show $2200. This was very uncharacteristic for the way DCL did things in the past.
Anyway, the $99 cruise offer is a one time event, obviously. You had to pay the port taxes of $29 per adult, but the $99 and the $29 just about cover the costs that DCL incur for a 3 day cruise, so it is a non-profit event for the cruise line.
They have since changed the way they price cruises and they're going for the Early Booking Savings now, so it looks like the best bet is to book as far in advance as possible.
But conventional wisdom and a hopeful attitude says to keep checking the prices for dates you're interested in and to be ready to accept a good offer, if it appears. In the past, we've been able to have a cruise repriced to the lower amount instead of having to cancel and rebook it when a 'sale' occurs.
