Looking to rent 136 points at BCV May 2006

We are looking to rent a 2 bedrrom villa at BCV from May 1-5, 2006 at 136 points. However, our travel dates are flexible around that time. As a non DVC member, are we now able to purchase Disney's dining plan when renting points? Your help is greatly appreciated. Happy New Year!
