I agree staffing may be a big issue. I think it's also Disney's priorities to not take the rides down long enough to just fix them correctly. When was the last time RSR had an extended refurb? (I am asking because I geniunely don't know.)
I know this is apples and oranges but I live next to a large regional, and seasonally open, amusement park Their dozens of rides span from over a 100 years old to some brand new, and a mismatch of 'off the shelf' to rides designed in house. There has been
almost zero issues with down time this year and only one or two rides stayed closed, waiting for necessary parts from Europe. And even that is definitely not more than normal years. They have far less influence or money to flex compared to Disney, to get any kind of expedition from manufacturers. In my mind, the saving grace is their extended "off season", to do the majority of their maintenance. I wonder if time (or lack their of) is more of the issue for
Disneyland.
I can't reconcile how I am seeing almost no issue in my local park due to Covid part delays but constant rides down at Disney. It's getting to the point of the Candy Cane Inn for me... yes, I believed them, but now it seems like their are other factors at play too.
