I would assume that the fault lay with the Spa companys Background Check surely? I would think that Carnival would insist that the spa did the background checks of their staff therefore it would be them that were at fault but can't be sure. I guess occassionally though someone slips though the net and this is one of those cases! The trouble with background checks is that things do go missing and can not show up or false information can show up, hence were all told to keep an eye on our credit file and throw away any documentation securely etc. This sounds like a fault with the Background check and I hope that the spa company will now look at this in depth and see if any improvements can be made.
As someone else said, you probably walk past someone like this at least once a year and never notice. Unfortunately on a cruise ship you in a more enclosed environment and this can cause issues. The good thing is at least they have caught him and now hopefully will learn from this by improving background checking methods.
Especially since a few cruise lines that use Steiner Spas (NCL Epic & DCL Dream) are opening up their spas to children and/or Teens... offering spa and salon treatments to the under 18 set. I would think they would need to hold the spa workers to the same standards as the youth counselors on board.
