Don't ask me how I know this ... but if you put in a $20 bill to pay for a $4 water-ride locker, you will get 16 gold coins back as change. I looked like I needed to make a stop at Gringotts Bank!

When I was at IoA recently I was waiting for a manager (due to a broken locker) and another person came up to the employee I was waiting with. She was trying to get a refund for all the "locker tokens" that she got and couldn't use. There was great confusion from the first employee, and they then got another manager to come over who finally said "we don't have locker tokens - can you show them to me?" The manager then was explaining that these were actually dollar coins...
We paid for the lockers near Popeye. But, we ended up using the (free) lockers at Forbidden Journey before going over to ride Jurassic River (instead of the pay lockers in Jurassic Park). There are time limits, so that's not always possible, but if you will be going back to the same area right afterward, you might find you can use the free ones just as easily.
Are small sling bags allowed on the water rides? I usually just slip our bags/belongings into a XL ziplock bag for the water rides at Disney but I am a UO newbie!
