Location service charge.!

Was looking threw my paper work from my local thomson shop for my holiday and noticed

*attention:this rate does not include the location service charge.!

Having never encounted this before with thomson Gold car insurance i'm wondering what it is? Have spoke to thomson tonight and they have said its a new charge payable at Sanford airport. Has anyone come across this..?
and what is it?

I've never come across this before.

We booked with Thomson's last year and I don't believe we had this charge (unless it was in the small print and we missed it - but we didn't have any problems getting our car)

I know..... We have always flown with Thomson apart from 2010. We have never come across it before..!!
I read that someone said its just sanford..!!
