Little Mermaid Ride (from DVD)

We just got the Little Mermaid 2 Disc DVD yesterday and there is a play view of what was supposed to be a movie themed ride for Little Mermaid. The DVD has a virtual ride so you can see how the ride was planned to run. My intention is not to spoil it for anyone who would rather see it for themselves so I will not go into detail, but does anyone know WHY the ride never materialized? They do not tell you on the DVD.
