Where can I find a list of restaurants excluded from the dining plan?

They don't really list what isn't included. There are lots of lists for what is included though.

If you're looking to avoid DDP restaurants, try:

Bistro de Paris is excluded - this is the only park exclusion that I can think of

Victoria & Albert's is only included in the Platinum Touring Package, so not included in the regular Dining Plans

Fulton's

Rainforest Cafe (Both Locations)

T-Rex

Bongo's

House of Blues

Paradiso 37

Everything at the Swan or Dolphin Hotels

I am fairly confident that this is a comprehensive list.

Tricia had it all but Wolfgang Puck, Portobello, the tea room and Shades of Green. Try the restaurants at the Swolphin, I haven't been to a bad one.

I believe that Tokyo dining also is off the dining plan.

Tokyo Dining does accept the dining plan. You just can't order from the individual sushi menu there on the plan. You can get sushi on the plan if you order it as part of a platter.
