DW and I saw a group last year get pulled aside by security. It was in October during the COVID regulations, and this group (between 10 and 15 people, mix of adults and kids) was ignoring mask and distancing rules, vaping, jumping line; all the bad stuff. We spent about 45 minutes in the queue behind them and they blew off a CM who tried to get them to pull their masks up. They were very discreetly pulled out of the line at the entrance of the ride by being shunted off to one side. This was Navi River Cruise, and when DW and I got off and headed back up into the park we saw them all together looking really unhappy and standing around glaring at each other; they never made it onto the ride (there was only one set of boats running).
I think things like this usually get handled in a low-key, out-of-sight sort of way so other guests don't witness the disruptions. If I ran Disney, that's the way I would do it. I'd guess that this cucumber group had a not-so-magical meeting with some Disney security later in the day when they were in some area where they could be pulled aside. It probably depends upon the level of rowdiness, the number of guests, where it's occurring, and a lot of other factors how they choose to address these kinds of incidents.
The last thing they want is another brawl on Disney property...
