Does Castaway Cay provide lifejackets for little kids at the beach? If so, are they free or do you have to rent them? Also, if they do provide them, are there plenty for all or are they on really limited supply?

There is a huge rack near Pelican Plunge (The floating waterslides) and the "Family Beach" area, they are free to use and at least near Pelican Plunge (where they're required for some kids depending on height" there are plenty
 
They're completely free, as are the adult vests. They're also available at the snorkel rental. Technically there's a limited supply, but personally, I've never seen them run low, I think in about 20 times working at the snorkel rental, I got asked for one once, so you should be good!
