What is the latest time we can make a PS for breakfast at Carnation Cafe?

I didn't know you could make reservations for the CC! I went there for breakfast and if you're not there immediately when the park opens you will have a long wait--well, at least I did.

I'm pretty sure you can make PS for any of the sit down restaurants.
