It depends on what kind of food you like to eat. There are lots of eateries that offer seating on the water. I would choose one of those. Crown and Rose comes to mind.

Actually only Rose and Crown and the Mexican pavillion offer seating on the water. Rose and Crown its only about 20% of the tables - they can't be reserved and you are taking your chances - however, they will let you stand on the patio during fireworks if you are seated inside.
We prefer to make our reservations on a night where we intend to see Illuminations early - and not need to roll the dice on getting a decent table. Then we find a place to sit. Particularly if you are only going to be in Epcot one night for Illuminations - it would be a bummer to end up not being able to see it.
We had a pretty good view of Illuminations from the Nine Dragons restaurant when we got seated right next to the windows. Like some of the other restaurants, they dim the lights and play the music.
I would say this is the best. It's on the second story so it has some advantage. I have not eaten hear during the show, but I've heard people rave about watching Illuminations from here.
I haven't been in Rose and Crown to compare though.
And Mexico is a bit of an unknown since it is being rebuilt.
You would likely need a window table facing the lagoon at Tokyo Dining to see much. There aren't many of them and I don't think you can have one guaranteed. Odds are likely best at Rose & Crown.
Teppan Edo is a different restaurant. It has no views at all.
Mexico's new restaurant will likely have views, it may open in September.
Only Rose & Crown and possibly Mexico when it opens would have seating directly at waterside.
They are two totally different restaurants. They are both upstairs. But, Tokyo Dining is in front and is more of a sushi and tempura restaurant. Teppan Edo is a hibachi-type restaurant and in the back of the restaurant away from the windows and a view of IllumiNations.
I think Tokyo Dining is a hidden gem because most people are trying to dine at Teppan Edo. Unlike the reviews I've read on Rose and Crown, we had a fantastic meal at Tokyo Dining. DS4 loved his little bullet train that his dinner came in. During IllumiNations, they dimmed the lights and played the music. I highly recommend it!
