Last time to cancel Disney excursions?

The official requirement says 3 days before cruise, but I see people on here saying you can cancel excursions on board. Can you actually do so?
 
You can cancel onboard, the question is the penalty. If they can fill your spot from a waitlist, no penalty. They may have been a little more lenient since the restart, but with Covid policies dropping I would not expect more.
 
May be old intel . . . this is from a November 2021 cruise. But we booked an excursion, later changed our minds, and couldn't cancel online. We cancelled as soon as we got on the ship at guest services. It took them forever (like 25m) to reach the appropriate people handling the excursion, but they did in-fact ultimately cancel it. Full refund, no penalties.

We also had another excursion the next night (on board drink tasting) where it was just us and one other couple. The crew member told us everybody cancelled at the last minute, so it works both ways I guess!

We tried to cancel an excursion onboard the Dream in February and were told that the penalty for cancelling would be the full cost of the excursion. They wouldn't back down from that position.
